Davao cop claims De Lima offered help on case

MANILA - A police officer claimed during the Senate inquiry on drug-related killings that then-Commission on Human Rights (CHR) chairperson Leila de Lima offered to appeal his administrative case for him.
Police Officer 3 Enrique Ayao claimed that De Lima talked to him and asked for his mobile phone number after he attended a CHR inquiry on extrajudicial killings in Davao City on May 22, 2009 in Waterfront Insular Hotel.
Ayao said a man claiming to be a member of De Lima's staff approached him and asked him to wait for De Lima.
"May humabol po sa akin na lalaki na nagpakilala po siya na one of the staff ni Chairperson De Lima po. Sabi po niya sa akin, maghintay daw po ako kay Chairperson De Lima kasi may sasabihin daw po sa akin. Bumalik ako sa hall, in-approach po ako ni Chairperson De Lima, sinabi niya sa akin po na, gusto po niya na i-discuss namin po 'yung developments regarding doon sa pagkatanggal ko," he said.
He also claimed that he received a phone call from De Lima, followed by several calls from the same male staff member he talked to after the May 22 inquiry.
"May 25, 2009, nakatanggap ako ng tawag mula kay Chairperson De Lima. She told me that she wants to talk to me confidentially in a discreet place. Doon po ako nagtaka, Sir," Ayao said.
Ayao added that the male staff offered to work on his pending grave misconduct case.
"Sabi niya sa akin, "Alam namin 'yung kaso mo. Pinagkaisahan ka diyan. Ibabalik ka namin sa serbisyo. Kami na bahala sa seguridad ng pamilya mo at lahat ng gastos," he said.
Ayao said later destroyed his SIM card to cut all contacts with De Lima and his staff.
According to Ayao, he and some other police officers were falsely accused of being involved in illegal drugs, which led to his relief from office.
When asked by Senator Alan Peter Cayetano about the motive behind said offer to appeal his case on his behalf, Ayao said it is possible that CHR wanted him to pin down then Mayor Rodrigo Duterte as the person behind his case.
"Kasi gusto nila iinsist na 'yung case was initiated by then city mayor (Duterte)," Ayao said, adding: "At first, 'yun na ang parang pinakaugat nila, Sir, na itanong sa akin para sabihin ko na si kwan (Duterte), galit sa akin, ganun. Hindi naman po totoo 'yun, kasi ang nagpa-file po ng kaso sa akin, Davao City Police."
Senator Leila de Lima said she cannot remember meeting with Ayao.
"Kasi hindi ko po matandaan na kinausap ko kayo, hindi ko nga matandaan ang itsura niyo," she said.
De Lima also asked Ayao to described her supposed male staff who contacted him, reiterating that she has no memory of meeting Ayao.
"I don't even remember him, so I don't even remember talking to him whether in person or on the phone."
